Remove ResourceLoaderInfo::encodedDataLength

Remove ResourceLoaderInfo::encodedDataLength

It is redundant as we have the field in ResourceResponse.

I ran http/tests/inspector locally and they passed.
Actually they are different, as ResourceResponse::encodedDataLength is updated
when a response body data chunk arrives but
ResourceLoaderInfo::encodedDataLength isn't. But I think the different is not
important, and as you can see in https://crbug.com/666217, I'm making effort to
stop updating the value for each data chunk.

Correction: I've just noticed we don't update the field on each data chunk, so
two fields have exactly the save value.
