This functionality isn't being used. I think ultimately we will want to ability
to skip transform comparison. However, I want to simplify all the complexity in
the GrFP base class as much as possible in order to do some refactoring to get
to the point where GrFP constant data can be set as an attribute instead of a
uniform for batching.
