ptal. This finalizes the work done in
https://codereview.chromium.org/1274723004/. This will need a chromium.fyi
restart, and we may have to revert if the new chromedriver recipe isn't working.


mikecase: review on chromedriver stuff
kbr: review on chromium.gpu autogen cleanup. IIUC these are unused, but we
haven't removed the recipes yet.
