Clamp in VisualViewport::setScrollPosition.

Clamp in VisualViewport::setScrollPosition.

This avoids situations where the viewport's scroll animator may be
updated with non-clamped positions by ScrollableArea::setScrollPosition
and RootFrameViewport's scrolling may behave incorrectly.
