Taking a really quick look, it appears that most of the reference tests that
have an instructions section have a matching instructions section in the
-expected.html file, e.g.
https://cs.chromium.org/chromium/src/third_party/WebKit/LayoutTests/imported/...
and
https://cs.chromium.org/chromium/src/third_party/WebKit/LayoutTests/imported/....

If there are any reference tests that have non-matching instructions sections,
perhaps they should be changed to be matching in the upstream repo...
