Flip all win chromium.fyi clang builders to GN.

Now that nearly all of the msvs win builders are on GYP, the clang
builders should be, too.

This doesn't work yet. On
https://bugs.chromium.org/p/chromium/issues/detail?id=498033 I've gone through
several flip-assess damage-unflip-fix-repeat cycles. The current main blocker is
that goma can't handle -imsvc in rsp files (see last comment on bug). It's fixed
on goma trunk, but the fix isn't deployed yet.
