Make ImageLoader::Task non-WebTaskRunner::Task

This removes the last callsite of
Microtask::enqueueMicrotask(std::unique_ptr<WebTaskRunner::Task>)
and enables removal of WebTaskRunner::Task from Microtask in
https://codereview.chromium.org/1978583003.
