Prep for having a Vulkan context type in GrContextFactory without running all
the unit tests (many of which will fail). The only files that have
non-mechanical changes are:

dm/DM.cpp
tests/GLProgramsTest.cpp
tests/Test.h
tools/gpu/GrContextFactory.h

The other files are just search+replace for the DEF_GPU_TEST_FOR_... macros.

The idea is we add additional filters that say do all rendering (GL+Vulkan)
contexts and then migrate unit tests over as they are made to pass (or
discovered to already pass).
