When Alt-Svc header processing is enabled, do not process Alternate-Protocol
headers, even if no Alt-Svc header is present.

We would like to ensure that turning off Alternate-Protocol won't cause
problems, but the current configuration doesn't give use that confidence. As it
turns out, a large number of servers were not advertising Alt-Svc, but Chrome
was still parsing Alternate-Protocol so we didn't notice. :(
