Various fixes for ExtensionApiTest.

- Re-enable test UpdateWindowSizeExitsFullscreen on non-Mac platforms.
- FocusWindowDoesNotExitFullscreen: Assert that we actually went to
  fullscreen mode. (Previously this test would happily pass if entering
  fullscreen fails for some reason.)
