This is a step to virtualizing GL

Hopefully this isn't too scary.

The idea is I generated a GLApi base class (would have made it GLAPI but that's
apparently a macro somewhere)

There's a RealGLApi concrete version which just forwards to the driver.

I'll start implementing a VirtualGLApi class in another CL if you're okay with
the direction this is going.

I could make the Debug stuff work on this but that was more work so I left the
debug stuff doing what it used to do.

I also 'structified' some stuff. Hope you don't mind.
