Part 2 of 4: Move blink image resources to blink.

This second patch adds the image resources to blink under the original
names which were changed in part 1.

This will be a four sided patch, and I'd like to get parts 1 and 2 reviewed
first to make sure I'm on the right track:

Part 1 (chrome): https://codereview.chromium.org/1030743002

Part 3 (chrome) will modify the chrome build to use the new scaled resource paks
and will revert the changes of IDR to IDR2 in the content layer, along with
using
these resources in mojo::html_viewer.

Part 4 (blink) will remove the old dead blink_resources.pak file.
