The description of this CL is inaccurate, this changes existing "compile-time
error" tags to "static type error".

Unfortunately, I don't know what a "static type error" is.

It is a checked-mode-only compile-time error, caused by 'dynamic type errors' in
compile-time constants. "static type error" is just a play with words upon
"dynamic type error". Feel free to come up with a better tag name.

Thanks, was on my way to ask you this in person, but then I got distracted. I
think Gilad would have a fit if he saw this, do I'll think about convenient
alternatives and get back.
