Description

Update French spellcheck dictionary to 3.7(modern). It's downloaded from http://www.dicollecte.org/download.php?prj=fr 3.7 is the latest (updated on May 2, 2010). The updated bdic file is being added to the download area in a separate (internal) CL. Once it's done, the version number in our source will be updated in yet another CL (http://codereview.chromium.org/2824042 ). While I'm at it, I removed fr_FR.bdic, which is redundant. Probably not until at least one user ask for it. If there's a request then it
can be added but I'm unsure anyone would realize.
