Better UI when the machine is shared under a different account

Currently, when the local computer is shared under a different account, we
will show the host with an empty name.

In this CL, we will show a message saying, 'This computer is currently is shared
under a different account' and allows the user to disable the remote connection.
We also hide the pairing management or change PIN entry points when this happened.

The host is still local, it's just registered under another account. I suggest
this be called something like IDS_HOME_DAEMON_HOST_REGISTERED_OTHER_ACCOUNT.

Similar changes to things like class names would also be a good idea, I think.

Quick drive-by comment: Translators might need more context about what "shared
under" means here. Maybe something along the lines of:

This message is displayed in the application to indicate that this computer is
remotely accessible, but only from a different account than the one that the
user is currently signed in as.
