MIPS: Silence warnings and unbreak optdebug build for target.

This is a temporary workaround for bogus array-bounds warning, due to bug in MIPS toolchain versions 4.8.2 and 4.9.2.

Please add the full gcc bug URL to the commit message. 

Also the wording 'falsely arised' in commit message is incorrect and maybe could
be changed to "This is a temporary workaround for bogus array-bounds warning,
due to bug in MIPS toolchain versions 4.8.2 and 4.9.2."

I'd prefer to remove the 2 lines of comments, and try something like:
'-Wno-error=array-bounds', # Workaround gcc bug 56273.

(it would be nice to use the full url to the bug:

fit on one line.

Either is fine; breaking the 80-col limit for long URLs is acceptable.
