One of the reasons why all of the bisect jobs with builder_type set to "" failed
is because that's not listed as one of the choices in the arg parser, so it
wouldn't even start the job and build locally.

Question: What would be better, using empty string to mean "no external builder,
build locally", or having a special constant to signify this meaning (like
"local" or "none")?
