NaCl: Remove use of NACL_BUILD_* in common.gypi.

NaCl: Remove use of NACL_BUILD_* in common.gypi.

NACL_BUILD_ARCH and NACL_BUILD_SUBARCH are now supplied by build_config.h and
need not come from the build system.

Have any advice for other test coverage?

win_chromium_rel_ng seems to be an x86_64 windows machine, which covers the case
I'm most concerned about.

I think the only direct use of these macros on the Chromium side is in
components/nacl/loader/nonsfi/elf_loader.cc.
