It's not accurate from a technical perspective, but it's the messaging we agreed
on for showing the user, because it seems likely to make intuitive sense to a
user.  Let me know if you feel strongly about this; and if so, we can discuss

I don't particularly have strong feelings about this, as the user should almost
never see this message.
