Don't set suggestion type to SEARCH_SUGGEST_ANSWER on search
responses with Answers attached.  This type is no longer used in the UI code, since answers can be attached to suggestions of any type.

Hi Justin,

I think this is the change requested to
AutocompleteMatchType::SEARCH_SUGGEST_ANSWER.
i.e. changing only that one file for now.

Yes, this is the change I was interested in, thanks. Update the title to
something like "Don't set suggestion type to SEARCH_SUGGEST_ANSWER on search
responses with Answers attached" and the description to the same plus the
explanation from the other CL "This type is no longer used in the UI code, since
answers can be attached to suggestions of any type."

LGTM otherwise. Suggest mpearson for OWNERS review. He's familiar with the
Answers in Suggest work.
