[Android] Change how we write command line files for gtest APKs.

The command line file changes every time we write it because we write it twice
during each test run, once to list tests and once to specify the test filter.
There's no point in checking whether or not it has changed.

Locally, this was slightly faster (~2s for one suite running on one device) than
the existing implementation.
