Replace generic Dictionary with DictionaryPluginPlaceholderOptions

Replace generic Dictionary with DictionaryPluginPlaceholderOptions

Dictionary.h has some problems (it cannot handle ExceptionState,
difficult to understand). We want to reduce Dictionary uses
in core/modules so that make it more maintainable.

Tests under fast/plugins cover this change.
