ozone: Use root location for EventSystemLocationFromNative

This removes an ifdef in MouseCursorEventFilter.

I actually think we may want to do this (i.e. have LocatedEvent::root_location_
contain the native screen location), but we should do this for all platforms,
and not just ozone.

Ok we can look into it. I'm not familiar with the full range of uses for this
field.

Does it mean coordinates of clicks returned from ozone is no longer dependent on
