Update English dictionaries

Update English dictionaries

Add a slew of words to the English dictionaries. Updates the en-US.dic
and en-CA.dic dictionaries from SCOWL. Increments the version of all
English dictionaries to 4-0.

Looks fine to me save the nit, but adding in Rouslan who is our dictionary guru.

Yeah, this appears to be an upstream problem

By the way, you will need to roll the hunspell_dictionaries version in src/DEPS
and ask laforge@ to upload the new dictionaries after this change lands.

translate into "a lot" with a space in text?

Post git-migration this is no longer something that I'm setup to do.  That
request will need to be routed to the chrome-infrastructure team (mmoss/
agable).

I'm not too sure on these. Now that you mention it, the larger dictionaries have
most of these words, so I took a look at them and updated it.
