I don't think you can share the whole ValuebufferManager. It needs to stay
per-ContextGroup, otherwise independent ContextGroup could see each other's
Valuebuffers etc. It could also cause leaks (valuebuffers not destroyed when the
ContextGroup is destroyed).

I think what you want to share is only the pending_state_map_.
