Fix RenderWidgetHostViewAuraTest.* for Surfaces

Fix RenderWidgetHostViewAuraTest.* for Surfaces

Mostly change things to check for existence of surface id as well as a frame provider. Also fix compositor lock handling and OnDelegatedFrameDamage handling.
