Additional string for protections against forced extension installs

This is for the case where the dialog might overflow and we have to 
say "... and N more ..."

I don't have the design doc in front of me and it is too late in the day here to
go dig it up. But this actually gets me thinking about punctuation...

Should it be:
"... and x more."
?

... or ...

"- and x more."

... and should there be a bullet in front of each extension name? If so, it
might need to be part of the string because some languages don't use space for
word separation, I believe, so you can't just concatenate and expect it to
work...

I was able to get this CL merged into the branch, but that may have been
our last chance for M32 strings. We can fix it for M33, and hopefully this
won't affect a big number of people. I guess in the worst case we could
always omit the list of extensions entirely for people in the overflow
situation, and the web page at the "Learn More" link will explain that they
can go to chrome://extensions to see which ones are disabled.

Not a biggie. This is workable.
