Raise kMaxFontThreshold

Raise kMaxFontThreshold

Looking at the UMA value of DirectWrite.Fonts.Loaded, 1000->1750 will
take us from ~96% to >99% of users having all their fonts loaded.

Hopefully this will alleviate most annoyance until the proxy code is
ready.
