telemetry: make mostly_smooth in smoothness metric a float value.

The mostly_smooth metric doesn't show up on the dashboard,
because it is a boolean value (False/True). Switch to float (0.0/1.0).

For the top_25, the mean will be a discrete function with 26 possible values.
Not sure if GASP can detect that and handle it properly. I also think that GASP
alerts are only triggered on key metrics, in this case mean_frame_time. Is that
actually the case?
