Disable eager gesture detection.

While working on a fix to issue 408594, we'll disable eager gesture detection.

content/browser/web_contents/web_contents_view_aura_browsertest.cc

Disabling this test will be quite temporary - I have a fix in the works that
will enable re-landing the eager GR, but I'm going to merge this back to M38.

Jared, are you okay with disabling this test temporarily?

Does eager GR simply change how the test is implemented? or does the
functionality break without eager GR?

Eager GR just changes how the test is implemented.

I've tested the behavior manually, and it still works fine.

Either way, probably not a ton we can do right now for M38, so disabling is
probably fine.
