Moves the hotwording checkbox back to the 'Privacy' section.

The hotwording checkbox was moved from the 'Privacy' section
of the settings page in https://codereview.chromium.org/382123004/

This cl moves it back to the 'Privacy' section and shows and hides
the 'Voice' section according to the enable-experimental-hotwording flag.

So after this CL, the "enable Ok Google" checkbox will appear under Privacy but
the advanced settings for Ok Google will appear under Voice, is that correct?

That seems really weird. Under what situations is showHotwordAlwaysOnSection_
called? Is it only behind a flag or is it caused by the VoiceTrigger/Install
field trial? Are any regular users exposed to that field trial? I don't want an
ordinary (stable non-flag-using) user to have one checkbox under Privacy and
other checkboxes under Voice.

So showHotwordAlwaysOnSection_ is called only when the flag
enable-experimental-hotwording is enabled. Otherwise neither the 'Voice' section
nor the always-on-hotwording and Audio History checkboxes are shown.
