I guess the purpose of this CL is to verify the format? Unlike gatekeeper.json,
gatekeeper_trees.json doesn't have any 'postprocessing' needed so I didn't see
the need for a specific loading function. If you have some time, it would be
nice to add this into scripts/slave/unittests/gatekeeper_ng_test.py[1] to make
sure someone doesn't check in a broken gatekeeper_trees.json. lgtm
