What's the error message like on older kernels? I'd like to make sure that it is
clear to users that versions <= XYZ aren't supported.

Could we also point them to the download of the old dummynet (like on line 99)?
We might also want to update line 99, since that won't work for newer kernels.

In general, while this is a nice improvement, I think it's worth thinking
through the failure modes in this method to make it as easy for the user as
possible to figure out what's going on.
