Fix flaky CastChannelAPI.TestOpenError test

Remove ResultCatcher since test doesn't output any result, just succeeds or fails.

notifyPass notifies the thread that is running the test to resume.  Useful if
you need to initiate events from the test after it's started.

In this case we don't need to do this, since all callback behaviors are handled
by the action templates defined in the .cc.
