Note: I did nothing to fix the issue with these test failing.  Sordid history:

These tests were failing reliably after a blink roll on the trybots and
waterfall.  They were also failing in a very weird way which I couldn't track
down by printf and did not look like a particular blink change could be to
blame, even though it was failing reliably with it.  I got a shiny new windows
machine in part to track down this failure, but when I bisected I could not
reproduce at all locally, and these tryjobs pass now.  So I'd like to check in
and see how it fares on the waterfall.
