Fix bubble offset issue (bubble x-coordinate pointing to wrong place) on OS X.

BUG=60576
TEST=first run bubble, cookies blocked bubble, + geolocation bubble all point to
correct place. as do all other bubbles.  NOTE: correct location for the first run bubble is to have its left side aligned with the left side of the omnibox.

This fixes an issue in the basebubblecontroller -- the arrow offset should be
subtracted from the width of the bubble frame, not added to it.  It also fixes a
long-standing issue with the first run bubble -- Glen has mentioned that the key
for this bubble is that its left side line up with the left edge of the omnibox.
 This patch makes that happen.
