[Telemetry] Fix for Telemetry unittests on Android after r283119

Hey Dave, looks like the patch to reduce browser launches breaks a lot of tests
on Android. This patch is along the lines of the fix needed, but still failing
to access tabs[0] for some reason.

I'm not going to have time for this today, so would you mind please taking a
look and running w/ the fix?

I think it might be this particular test
tab_unittest.TabTest.testGetRendererThreadFromTabId needs the "has tabs"
annotation.

I think what might be happening is creating a tab doesn't work, but closing a
tab still works, so it ends up closing the browser!
