Unconditionally enable gesture tap highlight in blink.

This is the first in a series of CLs to remove gesture tap highlight flags. Subsequent changes for this bug will remove redundant fields & methods from chromium and blink.

LGTM
Nits in description:
- replace "WebKit" with "blink"
- Edit the subject so its just one sentence (first line of the description is
used as the short subject, then a blank line, then any details).
- I'd say "unconditionally enable" instead of "disable ... controls" to make it
clear tap highlighting is now always enabled.

Oh and its possible this could have some unintended effect on tests where
highlighting wasn't previously enabled.  Run "git cl try" so we can check the
test results.
