Add chrome/browser/ui to the GN build.

Add chrome/browser/ui to the GN build.

This moves the intermediate grit files:
ui/ui_resources -> ui/resources
ui/ui_strings -> ui/strings
in the GYP build to put it in line with the GN one (and also what one would expect).

If you're wondering why I'm toying with this, I'm pretty close to a full compile
of `chrome` with toolkit_views=1 on Mac.
https://codereview.chromium.org/375843002 is the gyp+gn change that does it 
it's based off your CL here - any pointers you have for the GN stuff there most
welcome :). But I'm holding off publishing it until the stuff here settles down
so we don't interfere.

So, I guess this is also an opportunity just to put the toolkit_views && is_mac
thing on your radar too, just fyi and in case if affects your GN plans.

(also really excited about these GN changes - I had a little nerdgasm when I got
to write a nested-if in a Chrome build file :o)
