Make download items less annoying by handling clicks more correctly.

BUG=21916
TEST=Download two files, click first downoad item, click second download item. Both should open, no context menu should appear.

I can imagine that more of our tracking areas need this fix. Maybe we should
consolidate our tracking area code somewhere?

I don't understand why the tracking area affects how the mouse click is
processed.

The tracking area affects the return value of isButtonPartPressed, and
download_item_controller does something like

    if (![cell isButtonPartPressed])
      showContextMenu();
    else
      openFileBelongingToItem();

in its action callback.
