The preference is to mark histograms as <obsolete> rather than deleting them
from histograms.xml.  Among other things, this prevents the names from
accidentally being reused for unrelated data gathering in the future.

For some reason, I thought the histogram dashboard or some other visible thing
was saying "Histograms which don't have owners will be deleted", and since I
wasn't going to take ownership of these... I've put them back, and will go edit
the description...

Can you please mark them as <obsolete>?  (It looks like some already are, and
others are not.)  The dashboard message refers to removing the histograms from
the dashboard UI, and also to stop uploading them from Chrome.  histograms.xml
is currently this weird master file that we try to preserve a maximal amount of
history in.  We should probably update this policy someday, but for now that's
the best practice, because some of the tools kind of expect things to work this
way IIRC.
