Removing the word "tabs" from the extensions permissions message of accessing "browsing activity".

Extensions already have access to tabs without the "tabs" permission, so the
reference to "tabs" in the warning "your tabs and browsing activity" is
redundant.

So this is removed now.

Forgot to mention, you'll probably need to fix strings in tests. You can run
"git cl try" to kick off try jobs and see which tests fail.
