Introduce CreateVisibleSelectionWithGranularity()

This patch Introduces |CreateVisibleSelectionWithGranularity()| to reduce usages
of |SelectionTemplate::SetGranularity()| for a preparation of getting rid of
|VisibleSelectio::granularity_|[1].
