Suppress failing Layout Test in virtual package.

As a follow up to suppressing the no-virtual test, the virtual
one in off-main-thread-fetch is now also failing. Suppress it
too.
(virtual/off-main-thread-fetch/http/tests/misc/
 image-input-type-outlives-gc-without-crashing.html)
