A revert of this CL (patchset #1 id:1) has been created in
https://codereview.chromium.org/2952703002/ by machenbach@chromium.org.

The reason for reverting is: Contains a known problem and will cause an
interactive_ui test on linux32 dbg and a few layout tests on win32 to fail.

The fix CL is first in the next roll..
