I understood the plan was for M-61 to end up being all on. Since we have the
feature defined, we can turn off via finch.

May not hear from Ben soon since he is at conference. Discussed further with
Megan.
I think we want to burn this in on dev builds and let any Client LoFi turn-on be
using it. I don't think we want the complexity of another permutation with
respect
to the server support as well as client LoFi. 

We have time before branch to reconsider if we do want to set up field trials. 
The plan for doing a future holdback though is to define a new exp value to set
via the DataReductionProxyServerExperiments.

lgtm. Let's watch this one closely. If we're not feeling really good about this
protocol as we get close to stable, we may want to switch back to default off.
