Mojo JS bindings: introduce new targets "foo_js"/"foo_js_data_deps" for  mojom("foo").

foo_js: JavaScript bindings; used as compile-time deps.
foo_js_data_deps: JavaScript bindings; used as run-time deps.

The target "foo" no longer generates the JS code or declare the JS code as runtime deps.

- Brett: GN usage, and OWNER for all files.
- Ken: the idea of introducing "foo_js" and "foo_js_data_deps", and naming.

I had to introduce two targets instead of one, because there is no way to have a
single target and, based on whether it is used in "data_deps" or "deps",
*recursively* make all mojom.js as run-time deps or compile-time deps.
