Set background color for surface view only once in ContentViewRenderView

Right now we set the surface view background color everytime we create a new
surface and this causes a white flash everytime the activity is resumed

It looks fine to me. Honestly, https://codereview.chromium.org/188203002 was not
sufficient to fix the black flash when opening a child shell. It could only
reduce the duration of the black flash. I'm really sorry for making the problem.
