This also reorganizes the names to always have foreground first.

drover merge to 60, need committer lgtm.

Note that the exit prompt will not be merge back to 60 (per discussion with
yash) so those lines in the trunk change were removed in this merge.

Tried to do this with gerrit first, but it doesn't even create the review if you
