Fix BlobMemoryControllerTest.OnMemoryPressure

If TimeTicks::Now returns number close to 30 seconds on the first
call then test would fail. So, check if last_eviction_time_ is 0.

+Daniel I cant really reproduce the flakiness, the only reason i can think of is
the time ticks returning unexpected time. If this does not fix then I will add
some logs for debugging this one.
